Photographs that do not depict what they appear to depict can be eligible for the “Guaranteed TCQ” label if they meet the first seven qualifications and have an “IC” alert at a minimum (to meet Q8).

There is only one exception to this:

As per the last paragraph of Q8, a photograph in which a non-TCQ photograph is a primary subject is never eligible for the “Guaranteed TCQ” label regardless of how it is presented and explained.

But every other subject can be explained well enough to meet Q8 if it first meets the first seven qualifications.
