If the subject is motionless (nothing in the scene is moving), a photograph made with multiple pops of a strobe can meet all nine qualifications and can qualify for the “Guaranteed TCQ” label (as always, an IC alert may necessary to meet Q8 if the effect is potentially deceptive or confusing).

However, if there is enough change in the presence, arrangement, or position of things in the scene between bursts of the strobe such that a viewer sees multiple scenes in the form of ghost objects or SMP effects, the result cannot meet Q4.
